SBBIS vs QA Inspections: What’s the Difference?

When it comes to managing risk and ensuring quality in residential construction, two key inspection types often come up: SBBIS inspections and Quality Assurance (QA) inspections. While both play a crucial role in delivering defect-free projects, they serve different purposes, apply at different times, and are governed by different frameworks.

Here’s a simple breakdown of the key differences:

SBBIS Inspections (Strata Building Bond & Inspections Scheme)

What is it?
SBBIS inspections are legislated inspections required for new Class 2 residential buildings (typically multi-storey apartments) under the Strata Schemes Management Act 2015 (NSW).

When do they happen?

  • The first inspection occurs between 15–18 months after an Occupation Certificate (OC) is issued.

  • If defects are found, a second inspection follows after rectification, and must be completed within 21 months of the OC.

Purpose:
To identify serious building defects early and facilitate rectification before the 2% building bond is released back to the developer.

Who does them?
Independent building inspectors who are accredited and registered with NSW Fair Trading.

Why it matters:
A compliant SBBIS process is legally required — and poor inspection or follow-up can delay bond release, cause conflict with strata, and damage reputations.

QA Inspections (Quality Assurance)

What is it?
QA inspections are non-mandatory but critical quality checks conducted throughout the construction process, from slab stage through to final handover.

When do they happen?

  • At key construction milestones (e.g. frame, lock-up, pre-handover)

  • Often scheduled by developers or builders for internal assurance

Purpose:
To identify and resolve defects early, support builder rectification before handover, and ensure workmanship meets NCC/BCA, Australian Standards, and client expectations.

Who does them?
Qualified building consultants or inspectors — like our Waratah team — engaged by developers, builders or asset owners.

Why it matters:
QA inspections are proactive. They help avoid end-stage delays, reduce handover issues, and improve build quality across the board.

Which One Do You Need?

  • SBBIS inspections are compulsory for Class 2 builds — you’ll need to appoint an inspector and follow the Fair Trading process.

  • QA inspections are best practice — and often the difference between a smooth handover and a defect-heavy headache.
